International Criminal Tribunal: locations

On two occasions, an International Criminal Tribunal was created by the United Nations Security Council: one for ex-Yugoslavia in 1993, and one for Rwanda, in 1994.
These are ad hoc jurisdictions with a temporary mandate. The prosecute crimes against humanity, war crimes and genocides, retroactively. These jurisdictions are made up of prosecutors, judges and registrars; each is divided into three chambers which judge several affairs at the same time.
The sittings are always presided by three judges, forming one chamber.
